How do two of the most powerful levers - State and Uniformed Military - work together in practice? Mark Schapiro, a career diplomat, will candidly discuss his role serving as the Political Advisor - better known as POLAD - in the offices of the Chief of Naval Operations and the Commander of Naval Forces in Europe/Africa, as well his use of the “military tool” in his previous assignments around the world, especially Niger to Djibouti. With the military drawdown, closure of USAID and the 2025 National Security Strategy shifting its limited focus to resources development, what does the future hold and how should we be thinking about the levers of power available to compete with the expanding presence of the PRC and Russia?
